The steering wheel on my 1993 Lexus ES300 gets stuck when driving, real hard to turn either way, power steering fluid is fine though. The speed of the engine and regularly skips a little when I stand, and even worse when it rains.
Answer: Try to check power steering belt for slipping, if it’s runs bad in rain, then it’s means you need plug wires cap and rotter on spark plugs.
