"1996 Buick Skylark Speed Problems"

My grandparents gave me a 1996 Buick Skylark, and it has a 3.1 V6 in it. Now I was not expecting it to be a speed demon, but when my father was on the highway, he have difficulty reaching the top speed (75) by the movement of the car drove. What could be causing this problems?
