I just replaced the ECU on my 2001 Toyota Rav4 for the same issue everyone else does…
I bought the O.E.M. ECU from a dealer, but it was shipped to me and I installed it myself.
Do I have to take it to a dealer to have it programmed to my Automatic transmission, or does it come programmed?

I have replaced a lot of ECMs (engine control modules). If they are current parts, you do not need to program them. Even you buy one frm a junk yard, usually you do need to reprogram it. They should have given you the right part.
Just hook it up, and your car should run as it should after a little while. It does not take much time to “learn” your drive pattern.
